If you're talking about a site that you can use as a legitimate, but temporary, email for use on sites that give away personal information, I find that the best to use is http://meltmail.com/ . If you're talking about reporting those types of mails to the government or to the police, that would be only semi-productive and you would have to make calls to several people. Sorry that I can't help with the latter.
